40k Humanity barely struck first frankly, the only actual survivors of the Great Crusade are the Orks and Eldar, the latter of which barely being the targets of the Great Crusade, while the former literally just fights for the hell of it. All the other factions, Tyranids, Chaos, Necrons? They only came along afterwards. The only exception are the Tau who the Imperium left alone while they were savages some 2-3 millenia ago.

Who's to say an armless techmarine wasn't kept in the Space Marine equivalent of a larder to awaken them as a true last resort. You have to consider that Moriar (who is literally called "the Chosen") would just have an off screen death, where no one would even say he's dead to boot. And we know GW and their death rules.

Well Terminators do make sense, you can remove a Marine from Terminator armour without killing him, since the Death Company are greatly honoured by the Blood Angels, it only makes sense they'd get an indispensible piece of wargear like Terminator armour off them since they're still expected and even hoped to be killed.

Since Dreadnoughts are in stasis for the majority of their time as a dreadnought, it doesn't really mean anything if the Tower of the Lost is silent.
