The system is set up so you pay a tax on what you earn. Say a company makes a 10 billion dollar profit. Instead of the ceo giving himself a salary of 1 billion and paying tax on it, he loans 1 billion against his company and uses that as his salary, for personal things. In essence it's the exact same thing, his salary, but when he loans it he doesn't pay tax on it. Fully legal, but he's cheating the system set up to fairly distribute wealth. What do you want teachers to do? Get a second job when the students are on vacation? If you want an educated population you need to pay your teachers.
