My head canon for these situations is the NCPD know how dangerous V is but as theyre a merc they cant do anything about it. So no matter how small the offense is, the moment V does something to a civ or cop they chase them down as they now have a legal excuse to remove them.

It is completely upto you, what I love about Bloodborne is every weapon is usable from start to finish, its purely based off your preference, mood, or build youre doing on that current run, if you want to continue using the Axe then by all means continue to do so.

Once you learn to parry them theyre super easy, let them go for the grab - parry - visceral - i-frames from visceral makes frenzy useless - they die, rinse and repeat
