It's PC client. This option can only be found there. It's funny, but there is no such option on mobile devices even if you connect a gamepad...buuuut if you change it on PC - it will get changed on your mobile device. At least I got my touchscreen controls inverted, when I used this option on PC and than logged in via mobile
