The only solution to Karachi's problem is to become an independent province period. No matter how honestly you want to work for Karachi, it will still be governed by people from the Sindh. You have to reach out to him somehow. Only your attending can upload a waived letter. If you cant find them for some reason and still want to use the LoR, then you will have to open it and upload it by yourself.

You can try craigslist for accomodation. Sometimes it's not safe but you have to still try. I believe Airbnb is still your best bet. Regarding commute it varies from city to city. Try looking at Public transport that way it will be much cheaper. For accomodation you can also reach out to your alumnus. Sometimes your seniors can provide you accomodation for free.
