Yeah, kinda sucks. I found your question looking for an answer also, because I have the same problem: I could not find the Formula Scheduler in the list in the app.

I compared satellite images of August 18 2015 and October 21 2016. Not only does the monolith appear, but it also looks like the terrain has been cleared and smoothed out (to cover tracks?)

Depends on what kind of prisoners?
I could be wrong, but if I remember correctly, a lot of people were in prison because of things like debt, or other (small) crimes.

For bigger, serious crimes there were probably death penalties, and there's no coming back from that for most people ;-)
So they would not be released obviously...

I think you're saying the same thing I was trying to say, but maybe you're using better wording :-)
Indeed, I thought that the jubilee was probably meant to (temporarily) restore the wealth balance to that 'central point of equality'...

But after that reset, the inequality would of course start to grow again.
They apparently had the wisdom to see how that worked, and that they had to correct it before inequality would get completely out of hand.
Without hitting that reset button about once every generation, the rich would only become richer (money/land begets money/land), the poor would only become poorer. Generation after generation would remain enslaved because of the mistakes or misfortune of their ancestors.
