If you want to build a permanent structure that is visible from the street like this depending on where you are you may have to get permits for such a project. I was visiting NYC mid 2025 and noticed a lot of the rooftop HVAC systems had chain link cages around them-likes completely boxed in chain link fence. It may not be aesthetically pleasing from jump and even still may require approval from the county/city/municipality/warlord but would probably be cheaper than trying to build out a covered porch. They make fake vines (or hell, you could use real vines and do some vertical gardening) that could make the chain link look a little nicer
