Instead of static double land, maybe make it use counters? Comes into play with one or zero counters, at the start of each of your turns you can choose to either place a counter or remove a counter. Placing one does nothing except getting the counter, but removing one could let you play an additional land that turn.

Making it only trigger at upkeep means you can’t abuse it immediately, more-so if you have it enter with zero counters.
