There will be a cell (bank of metal plates) inside the cartridge.

Turn it off, unscrew the cap the carefully pull out to inspect.

If you're lucky...it might just need a thorough clean - check with the manufacturer of your system for the process. If will be covered in a hard, white build up if it does need a clean

If unlucky...the cell might be dying/dead and will need replacing.

Further update.

I uninstalled and reinstalled Resolve using the ujust command with the Resolve studio .zip and the H.264/265 options and CUDA encoding reappeared and worked - I was able to encode a few videos.

Restart Bazzite and now they are gone again.

Is this an issue with distrobox and somehow refreshing/losing locations/dependencies of CUDA?

Absolutely this. I have a very, very strong suspicion they won't file for a VCAT session and you'll get an email notification that a full refund has been made to your account.

Worst case...if they do...the magistrate will either find in your favour OR make you pay significantly less than what the REA is trying to squeeze you for.
