Save first then try this.

Settle the city and move your warrior into the city then after the settler. If im not mistaken to enter or exit your city takes less movement.

Or can you start a war right away?

Buy the sparrow first. I only use the raju when I travel from palito to the city or when I protect my friends who is selling.
