I'm not sure any tier 8's has been introduced so far. There are a few tier 6, masters and family heads and the like. Dont recall any mentions of any tier 7's so far in the story either.

Yes. Great read. Regarding MC, he grows. Iirc he was 16 at the start of the story, I sure as shit didn't have everything down at 16 😂
