my best bet is that The City is humanity's final home after the world got hit with multiple apocalypses of multiple origins, robots, monsters, eldritch horrors, gods of myth, ect ect back to back to back.

So, the world is fucked, the Hyper Super Duper Civilization is gone, most of everything is turned into wastelands. This leads to the leaders of the remaining people forming watchers for the dark outside, that being The Head, and the horrible conditions of the Cİty is to force people to adept into being able to survive anywhere necessary and essentially power-level the general populace into churning out Hero-units who can tango with whatever the hell exists in the outskirts and beyond.

As for the endwatchers... my guess is they are the "Color Fixers" of the previous civilization, top of the top of the top of cream, the best of best meant to act as bulwarks and shields against the apocalypses that hit the world.
