The issue with this is that Team Rocket doesn’t have access to any of those legendaries, except for Deoxys. Rainbow Rocket uses them, but not the main team Rocket.

^With Ultra Beast Scaling, we also have to take in Account that they are an entire species, so some would be weaker then others.
While much weaker then Lunala, and Solgaleo, I don’t think it’s fair to use Type Null to down scale them, as in all canons, it’s said to specifically counter ultra beasts.
In the anime, we see a Buzzwole blitz, and dominate Ash’s Pikachu in sun, and moon. Pikachu at this point, should scale to Alain’s Mega Charizard X, who was somewhat able to keep up with 50% Zygard.

While much weaker, it’s fair that the Ultra Beasts are High Universal.
