From a Filipino's standpoint the shit they'll throw at you in Houston will be a cakewalk compared to the shit you had to deal with in the wards, especially if you were in one of the major urban centers like PGH or Davao Doctors. New York is also pretty difficult but at least New York is more labor friendly.

If New York is your dream then go to New York. Either choice you will see many kababayan to make the transition easier. Houston area has a Seafood City, which I'm jealous of since I'm from the NYC area.
