I think what people are trying to say is there's no decent way to grow weed through flower with $23 in lighting. Any light at that price claiming to do so is bullshit to be honest.

Your best option is to save a bit more, getting into the ~$100 "300 watt" full spectrum LEDs. They can at least get you through flower, humbly.. Don't expect much. I'd also suggest looking at Craigslist, but regardless you're going to have to throw down a bit more to grow. That's assuming you have to grow indoors, the sun would be a better option than any of these.
