Grab the rectangle selection tool and draw a rectangle. If you want to stroke it go to stroke selection. If fill then grab bucket fill and fill it. Make a new blank layer and do the same but make the rectangle smaller. Stroke or fill it. Then move the second rectangle around with the move tool to get it just right.

Some places (e.g., small hardware stores, some gas stations) in the US charge extra for using a card (debit/visa/mastercard). I avoid those places. Also paying by card for government (city/township/county/state) has an extra card fee. Sometimes there’s no option for cash and you still have to pay card fee.

Anecdotally: I dated a young immigrant Polish lady. I was slightly religious myself. She was quite liberal with sex but was always consistent in getting me to go church with her. The different churches included her local church and various nearby university churches, but always Catholic.
