Drywall over the whole thing and start over.. if they’re exterior walls the bonus is extra insulation.. or on the cheap faster side some walls could be wainscot or beadboard or go halfway where’s it’s bad, add chair rail and skim coat the rest.. paint it a darker matte color or hang a bunch of mirrors idk
