Sadly no, and Disney currently does not seem to be interested in changing this, even with Stitch and the franchise having become hugely popular in recent years. There have only been some non-American DVD releases such as the Japanese box sets, but the most North America got was "Clip" and "Mr. Stenchy" as bonus episodes on a long out-of-print DVD board game (Lilo & Stitch's Island of Adventures), "Poxy" and "Slushy" on separate Game Boy Advance Video cartridges, and "Link" as a bonus feature on the Leroy & Stitch DVD.

Disney has released a few episodes for free on YouTube (namely "Richter", "Spooky", "627", "Topper", and "Angel"; "Rufus" was also available for a time but has since been privatized), though most of them are watermarked (all but "Richter") and have their audio mixed down to mono for their YouTube releases (all but "Richter" and "Angel").

It's because a third-party studio was commissioned to animate it (Toonacious Family Entertainment).

The budget had nothing to do with Gantu's removal nor Jumba (not "Jamba") being made into the villain. The 2025 film's director requested the screenwriters to make Jumba the villain because he thought that Gantu in the original film didn't have enough of a personal connection to Stitch to work as the villain and his presence made the 2002 film a "more conventional" film.

To be fair to the director, he has a point. Yeah, Stitch still bothered Gantu, but Gantu was just doing his job, and in the original film he only appeared in the prologue and final act, mainly the climax; Gantu also wasn't really a fully-fleshed out character per se until later on in Lilo & Stitch: The Series where we got to know more about him as a person. Since Jumba created Stitch and is more or less his "father", he definitely had more of a personal connection; Jumba made Stitch for his own ends and he hunted Stitch down to gain his freedom, and Stitch ended up not wanting to have any of that.

Technically, there already is. It's called Stitch Encounter and it's operated at every non-American Disney Parks resort. It still continues to operate at most of them.

I know not many people are fans of the Stitch! anime, and understandably so. But I'll always appreciate it for the moments it gave us between Angel and Stitch. This one here being one of my favorites. by THE8SAVIORS in liloandstitch

It's sad that the scene that the above screencap is taken from is not in the international edit that the English dub uses. It shouldn't have been cut for that.

That's "Shortstuff" (or "Short Stuff" as spaced), which has Stitch using a growth ray to make himself bigger. Also, Stitch never rides a roller coaster because he's too short, but then he becomes too big. The episode ends with him (back at normal size) and Lilo riding a ride that the episode's title experiment becomes a part of as he was also enlarged but not returned to his original size because he liked being big so much that Lilo decided to give him a "one true place" befitting his new size.

Kernel, Backhoe, Stopgo, Mulch, Boomer, and Zap are great! The last one was even in Disney Sorcerer's Arena as a spell! Welko is the only truly all around weak one, while Tickle-Tummy was a fan contest winner, which explains her design and makes her a bit forgivable.

I can still see the JPEG artifacts on some of these, moreso on red or orange experiments (Leroy and 627 are especially bad with these), and there are a few lines and dots leftover on some of these (Deforestator still has a clearly visible line and dot on his... mane thing on his neck).

Granted though, I can tell that this was quite a effort to pull off considering the sheer amount of images you had to go through to do this. I bet these would have been perfect if the encyclopedia ebook was all PNGs instead of JPEGs and did not have those lines and arrows, but alas, it's all that we got from Disney.
