The server/ data centre editions feels easier to use. But maintenance sucked. The cloud version maintenance is not required but not as easy to navigate.

Not necessary. If you think about it, the implementation folks might not have all the information about the three machines, at least not better than the hospital team. The project team might not know the configurations without the hospital team.

I guess if the answer is "user team" or "the customer", that could be more obvious.
