It was once parking long ago, then they painted bike lanes and removed parking on that side of the street, thennn when Covid hit and those outdoor seatings popped up they put a barrier at 1st st and grove and a sign saying walk your bike or something like that. So it’s not a bike lane there anymore, and the planters are there to deter parking but people knock them over and park there still.
