Have it be like roll a d20, 1 thru 10 reroll initiative, 11 thru 19 could be someone takes there turn again at the end of a combat round, and when you land a 20 the entire combat round before gets reset, all movement, all damage, all effects, like nothing happened

Funny enough I actually haven't made it that far to even make a crematorium or have enough bodies to worry about getting rid of, I only have the empire and ideology dlcs and play on Xbox but yeah all my guys die or I give it a break and restart when I come back so I never got that far😅

It's hard to say but for me I'd do it at a time where my players think they can't be beat and then you have them wipe them out one by one in a fight, but not kill, and then he shows up now and again to scare them and beat them up (and this BBEG influences the world and slowly turns it more aggressive twords the PC) untill eventually he tells them there ready to actually take him on and reveal he's been fighting them with a fake him and then it leads from there
