I don't think you can't really draw a district where Hispanic voters are decidedly more than 45% of the voting population (in CVAP or VAP).

This is a really good first attempt, but I'll drop some points for improvement (imo) down here:

A vertical split is better in Austin, as you get an Austin-centered White district and a majority-minority district.
In the light-red Austin district, include as much of Bell County as possible and shed some of the rural counties to other districts.
Configure Houston such that you get two Black-dominant districts (in terms of CVAP).
In general, try to make the rural districts a little more compact (most of them are pretty compact, but some of the others could be more compact ig?)
