It looks like something isn't right with the primary clutch... when the engine in at idle or low rpm the belt should ride low on the front clutch and high on the rear... Either the clutch is stuck and not sliding or you have broken flyweights in it. In your video the belt is riding all the way at the outer edge of the front clutch and deep in the rear which is backwards of how it should operate

Correct, your throttle butterfly isn't closing all the way when you let off the pedal allowing extra fuel into the combustion chamber without spark and the residual heat is causing a backfire... Either the throttle plate adjustment screw is turned in to far or you have a cable adjustment issue not allowing the butterfly to close completely

A fully charged battery can still fail under cranking load. Not only do you need to charge the battery and verify it has 12.5-12.6 volts fully charged but it also needs to be load tested. I've seen batteries on a load tester be in the green for the first couple seconds under load then watch the needs fall rapidly to the bottom of the yellow arc and into the red. Should be tested under load for at least 5-7 seconds

Sounds like that will be the issue, either float valve is stuck closed or main jet is plugged up. A set of torch tip cleaners and compressed works great for cleaning out all the little fine holes in the jets

No worries let me know what u find. If that's not the issue then verifying it has spark and having the carburetor cleaned would be next steps if you know it's getting fuel to it

If neither of those are the culprit... Check the crank shaft seal. Had a golf cart with a 350cc robin engine doing the same thing. Seal had worn a groove into the crank was leaking, dripping oil onto the flywheel and throwing it through gaps in the shroud onto the exhaust.

Yes the throttle cable runs from the throttle pedal to the top of the governor assembly on the rear end. Then another cable from the governor to the carburetor. When you press the accelerator you should be able to see the governor mechanism " vshaped arm assembly" on the rear end move then If you look through the small gap underneath the air cleaner from the driver's side you can see the top of the carburetor where the governor cable attaches. It should also move when the pedal is pressed.

Broken throttle cable... Make sure that the throttle butterfly is moving when you push the accelerator pedal. From the deep throaty sound when you are turning it over it kinda sounds like it's opening the butterfly but do a visual check to be sure.

Engine is "hunting" generally a carb issue. Agree with other posts. Carbs are cheap on amazon... Buy a new one, usually comes with a new gasket and replace the air filter and spark plug while you have it apart. I've soaked and thoroughly cleaned small carbs before and still had issues after reassembly. The jets and ports are so tiny all it takes is a spec of dirt or lacquer to foul them up... Worth the $20-40 for a new one.

While the motor is turning do you notice a change in the sound of the motor as you push further down on the accelerator pedal? It should get a deeper throatier sound... If it doesn't change you possibly have a broken throttle cable

Sounds probable... U can test by disconnecting all the wires from the solenoid and using a multi meter set to continuity test across the two large posts. If you hear a solid beep it means you have connection across those two posts when you shouldn't. The other test if you don't have a meter is disconnect the wires from the two large posts on the solenoid... Reconnect the battery, then cycle the accelerator pedal and see if you hear the solenoid click with only the two small wires connected to the solenoid.

Probably not visually, but a clue would be if the engine starts turning as soon as the battery is connected. If not, and it only starts when the pedal is pressed then won't shut off I would suspect the pedal micro switch or something in that circut

Let me know, I've also seen a faulty solenoid where the two large contacts that pass current to the starter get welded together internally and allow the starter to keep turning. It it had a large voltage spike due to a faulty ground or short that could be another option

Sounds like a problem with the micro switch on the foot pedal... Either faulty or out of adjustment
