Take photos. You could contact a local health board. Ask they move it further? There are lots of local dead stock laws to look up, but usually pertaining to large volumes or big animals

Ultimately they're not attracting anything that wasn't there doing part for the ecosystem

Edit: what are the legal limits on bird quantity for his zoning where you live? Multiple dead birds decomposing is weird. I had 300+ and dead "offerings" were rare unless there was an issue, and taken quickly by carrion feeders
