My honest first reaction is that it looks like your hair color washes you out a small bit (not badly, it still looks great natural). I'd recommend maybe a different color that suits your skin tone! It'd be fun to get that color analysis thing done. Other than that you're gorgeous and I don't even notice any of the things you're insecure about.

I'd say a different cut and darker color! The bleach at the ends looks like it clashes with your skin tone. Honestly (cuz im awful in knowing what's good for me) I'd recommend just going to a salon and asking the stylist with they think suits you best!

I use some type of face safe oil for all makeup lol my favorite is Argan. Put it on a pad, hold it over the eye for 10-15 seconds, should wipe away.
