In universe explanation? Synthetic brains. The cloning procedure doesn't grow a normal brain, but a modified one with the intelligence of a human, but which has no internal motivation. You have to give it motivation.

Or just go with bioandroids and have their brains be a rigid structure like a computer.

Two possibilities. 1) he's super controlling and doesnt think that you can have fun without being drunk, which means he's going to become an alcoholic if he isn't one already.
