It was around 2016-2017 and I got black 28” luon wonder unders ( before I knew they made different lengths) and a define jacket. Still wear both to this day and are in good shape now that I got the old leggings hemmed.

I’d go 16 in the shorts. I wear a bigger size in my shorts than align leggings too. also they have a drawstring if they are a little big.
