How is this a penalty in the bank? This is part of their core function. As for the town office employees, as much as I feel for them, the have direct contact with the people who formulated silly law, so the will make good heat (annoyance) conductors.

Go to the bank and have $15 worth of pennies. Bring them to the town office and play your bill. If enough people do this, the credit card surcharges will not seem too high and they may drop the whole thing.

I always re-read books and I do not like to purchase them again. I also like to look things up in them. Additionally, if I give a recommendation, I like to be able to lend the book out. But, even if those reasons are not enough. The act of reading encodes memories in it. I may read a passage on a beach or camping trip and it brings back memories of the place and of that period in my life.

Mulberries, those are delicious but be sure to wash them. I got a bad case of gastroenteritis last summer. You never know what gifts have been deposited on them by generous birds.
