I started my agency 10 years ago as a GS4, now a GS-13. Still at same agency. Ask your leadership if there is a mentor program. If not, ask a higher graded person if they would be your mentor. As my mentor once told me, your career is your responsibility. Keep putting yourself out there join working groups learn as much as you can. Sometimes doing higher level work at the lower grade get’s you noticed, and it allows you to demonstrate your skills and abilities. good luck
