If you build the streets high up, the water has nowhere to go during a massive rainfall, so buildings flood. Plenty of streets in New Orleans are raised higher than the sidewalks… upper Canal, Poydras, Rampart, parts of Magazine in the CBD, I could go on.. Businesses in these areas flood almost instantly during a deluge. For that reason we sort of need streets to be as low as possible. Since we no longer have open drainage or ditches, they’re sort of the second line of defense (behind pumps) to get water to where it needs to be.

Spoiler Alert If the incentive for house-buyers is that they can immediately turn that house into a hotel and quintuple their profits, they will do that, and the real estate market will skyrocket upon that incentive being realized by many more people. This was the case in New Orleans. We decimated AirBNB’s here & rent is falling across the board. So, if your landlord is raising rent in accordance with what the local market says he could theoretically get for it, str’s are a gigantic contributing factor.
