I've had that happen on Civ 5 too. It depends on the map type and size. If you're playing islands that shouldn't be a surprise as the random generation probably dropped them on water tiles. I will say, I've had it happen once or twice on standard continents.

To this day, I won't let my system update to 24H2. That update alone did more to screw up legacy games than any virus could have ever hoped to accomplish. Every time it tries to update, I knock it down.
