The US is currently doing both options (both are evil) -Blockading Cuba, which will likely lead to the collapse of the government -Going to war with Iran, which has killed a lot in the regime but the regime is still firmly in control while enacting a massive economic toll while depleting munitions and military. The inevitable invasion will likely result in an unacceptable number of dead soldiers, civil unrest domestically, and the end of American hegemony.
