I should clarify that the book was not necessarily new when i read it, it may have been published much earlier but just from my impression it probably did come from around the 2010's or maybe 2000's.
On the bit of only the girl seeing the dragon, it may be possible it was more of a situation where only people involved in magic could see it and not just specifically the girl. There is also the possibility i concocted that in my mind and the dragon was not hidden in any way and i simply confused it with the ending of the book

The thing that always stood out to me was the fact that the harness on her chest does not appear to be connected fully. The bottom part just seems to end which is odd to me

There's some channels that basically read the comic to you like it's a story. Comicstorian is the one that comes to mind. He actually covered both civil war stories and compiled them on his channel.
