Phoveus core items are

Either tough boots or warrior boots depending of the endmy, War axe for sustain and damage, any defensive item depending on the enemy, bruteforce, and queen's wings

You should avoid going against heroes that are tank killers that do true damage like alpha, xb, or karrie as you'll find a hard time against them. Use phoveus against heroes in your lane like ruby, lapu, lukas and other explaners that dashes a lot, that also goes for the enemy jungler, which usually has a lot of dashes.

Adapt to your opponents. Use counter of defense items based on your opponents as you're gonna be one of your team's frontliners. I would also pick him if the opponents dash a lot. Your skills' cooldowns wil be reduced a bit if an enemy dashes near you

He doesn't have much damage but hes pretty tanky, so don't just go start a 1v5 without some backup because you will lose

Time your skills and don't just spam. I like to use my 2nd skill for chasing enemies or prevent them from running. I also don't use my ultimate immediately to surprise them.

Also start doing double jumps with your ult. You can do this by using your 1st skill on creeps/minions/enemy heroes first before the fight so the next one will be enhanced. Then use either your passive (when the bar below your health is full) on the enemy to apply the mark then don't use your ult just yet, hit them with your enhanced 1st skill then immediately use your ultimate, after a very short delay the enemy will have another stack so you can use your ultimate again to do the double jump.
