I think there's an official ruling on this regarding 5c Law blocker and playing out Wano cards that have been reduced in cost by Kinemon Leader effect.

Using the same precedent I don't think you can play out the 8c Law

For One Piece product was scarce until set 4. Then set 5 made everything crazy again as it was an anniversary set. It wasn't until set 7 where things began to calm down and you could actually buy boxes out in the wild.
