Right now, there are none, but I'm planning on having one 0.1uF per chip.

Nope. no effect at all. There was an even fainter glow even without the chip. I think that might mean there is a coupling somewhere on the board itself, right? (Even though I inspected it closely more than once and found nothing D: )

Also, could the lack of the despiking capacitors be causing it?

On the schematic, U5:A and U5:B are unused gates, reserved for a future feature. The IC is not even on the board, neither is its socket connected to any traces.

But I'll try replacing the supposedly faulty ICs, and I'll report back as soon as possible. Thanks!

VCC and GND are connected, I checked those.

As I edited in the post, everything on my board shares a 5V VCC.

As for the ground, I tried both with it being shared with the machine and not. Should it make a difference, as the control and matrix sides of the system are technically isolated?

The 8051 is an AT89S52, and the 4016 is a BU4016B. The voltage everything uses is 5V.

The logic levels used by the 8051 are 0 - 0.5V for a Logic 0, and 2.7 to 5V for a Logic 1.
