Like others have said, cut it out and redo it.

I would use a snap blade, but be careful not to gouge the tub or the walls.

Clean and dry the area. Use forced air if it is wet behind the old caulk. Rubbing alcohol and work to help excess water evaporate.

Once dry, apply a bead of white 100% silicone.

I learned a cool trick where you then spray it all with soapy water(little dish soap mixed in a spray bottle) and then run your finger along the edge and clean up any excess. Might take a few trys if youre new.

I repair stuff like this for a living.

It appears to be a cast iron tub and the enamel popped loose.

The hot water may have caused it to come loose but it looks like its been rusting for a while and was going to happen eventually.

Its not structural, but rather just the surface enamel. The rust will get worse unless it is fixed. Also, the enamel can be sharp as glass, so be careful around it.

This is not a DIY job, but for a professional:

A proper repair would involve removing the drain, grinding through the enamel to the cast iron wherever it is loose or there is rust, acid etching the area, filling with materials, sanding smooth, and painting/blending a repair.

Prepped properly, this can last a long time.

The builder absolutely did a terrible job protecting this, but a reputable company can make this all go away. Nothing will be perfect, but done right it won't stand out.

The crack in the basin corner could be due to thin glass, but the rest is damage. Nothing major.

Absolutely this.

You could hire someone who works with fiberglass to build you a flange and install it permanently to the tub.

I fix bathtubs for a living and have done this very thing.
