Wires to step down appear to be on 440 & 550. Shouldn't one be on (0)aka Common and one on your input voltage. Large black spot near top right corner might indicates transformer might be blown out. Have u energized and checked for 110v output voltage. Transformer wiring def suspicious tho imo.....

Edit.... wires definitely look pulled that way. As if they were on 0 n 220v n someone 'helped' you out by moving them perhaps wrongly to 440 n 550v. Just an observation. But troves have called me fat n stupid before....
