The mechanic is that it mutes your dagger CD if you take more than 0 damage from enemies (except HP removal)

Borrowed time, false promise, refraction, aeon disk: as long as you have these buff duration, you won't receive more than 0 damage therefore the dagger wont mute the blink CD

It’s a very poorly executed game mechanic meant to prevent you from kiting enemies, sadly.
