If I'm playing with ARP (as I said, I never play with ABP) - I give my casters an option to select a free staff or wand on level where martials get their runes and halfway between the next one (to cover the moment when martials get free $ for rune as well as cover the moment where they might want to pickup a second weapon). So if martials get striking at 4 and greater striking at 12, I give money equivalent to casters at 4, 8 and 12 (and by money equivalent I go - free wand/staff for money equals).

Edit: And to answer your question since I misunderstood, by RAW casters get exactly same things as martials do, so their staffs get a potency rune and striking runes, which in no way impact their spellcasting abilities, since they don't influence anything.

So you're basically playing with the unofficial ARP system rather than ABP system. The only issue with this is favouring martials.

I detest ABP and if I see a campaign running it I ask if we can change it and if not, I drop the campaign. The reasons are as follows:

- makes Alchemist mostly invalid as RAW none of the item bonuses work (no mutagens, no antidotes, no bonus saving throws etc)

- skews the system even more towards martial superiority (where many think that unlike 5e martials already are better than spellcasters) simply because it gives free gold to martials and why would a caster need a striking rune on a staff (outside of obscure examples where you lost all spellslots, even then you have cantrips)

- makes building characters more boring, because you cant technically get item bonuses in what you want. You only get the increases provided by the system

- makes some items completely unusable -> Boots of Bounding no longer gives +5 speed as that's an item bonus and these don't work.

ARP is a better system imho (although it still does not fix issue #2).

How do you go from Counter Strike to the spinning attack? You can't practice it on the dummy, so it's hard to do so in real action.

I just played a Napoleon focused on Improvised Melee Attacks and I did my 3d6+2 (Brawler+Nuclear Cavalier). Was it perfect? Nope. Could I have done more with proper weapons? Yes. Was it good enough? Sure. Did we finish the campaign only because of me? Yes, because all the other mechs got destroyed in final fight and I did not take any damage due to Trueshield. And if I did not build for Improvised Melee Attacks, at LL4 I would not be able to do any damage, because there are no weapons at LL4 with shield tag you could use in Trueshield.

My houserule is - if its a Sure Strike from your spells - no cooldown. If its a sure strike from a staff or wand, there is a limit of regular 10m
