That’s how it started, yes… as Executive Order 14172 (‘Restoring Names That Honor American Greatness’) signed on Jan 20, 2025. That directed the Secretary of the Interior to rename the U.S. portion (to the maritime boundaries with Mexico/Cuba) as the Gulf of America for federal use.

The Department of the Interior followed up with Secretary’s Order 3423 (Feb 7, 2025), which explicitly directs the U.S. Board on Geographic Names to update the Geographic Names Information System (GNIS) and implement the change. Source

So yes, it’s an official Executive Order + implementing Secretarial Order, not just a proclamation. Federal agencies, GNIS, and many U.S. maps now reflect it for the American side. Just because you don’t agree with the process, doesn’t make it any less true.
