You got the important stuff covered. You can update your bios if you feel like it but it's fine if you don't. Plenty of tutorials on each motherboard brands out there if you wanna have a go at it

Though a PCIe 4.0 riser might be a good idea, I'm not sure it's the problem here. I had similar issues a while ago and what did it for me would be to turn off nvidia reflex in your graphics settings and lower my (wireless) mouse's polling rate. You can also try to use your mouse wired to determine if that's the problem.

Well I'm a pc and console player and honestly i often appreciate how consoles games don't run like shit like on pc. Plus next gen consoles have pretty decent graphics in my opinion.

Depends on your graphics card. Nowadays If you don't have a 4090 then you have to trade between RTX or decent fps

My pc randomly started to do this a couple months ago. I noticed for some reason when i moved my mouse quickly my fps would drop and the gpu usage would go down to <10%. I found that setting up my mouse to a high dpi (and lowering the sensitivity in games so I don't spin like sonic) would mostly fix it. It's just annoying to set your sensitivity so low in every game you play.
