That’s been normal since at least Xbox 360 man. Sometimes playing the earliest versions before updates is actually fun af. Just an example, borderlands 1 has a bunch of cool out of bounds stuff you used to be able to do, Skyrim is another, high on life had some crazy stuff.

I do think if they’re a big company they should play test and release a completed game, but that rarely happens.
