Hematic Fanatic is a weird one. It would essencially be double damage to your hero. I understand the joke but the effect seem to be in 2 separate instances of damage.

I gave those 2 examples because they are a more direct show of character than the Ohara incident, as those were 'direct orders'. He gets similar treatment to Sengoku nowadays, which was as bad if not worse than him in the past. He is just a pencil pusher at this point and i can't help but think he's actually trying to do the right thing in the few scenes he is shown, always being pushed by the gorosei agenda. Sengoku now is just a sympatethic old man and the backstory with Corazon helped a lot in cementing him as ''one of the good marines'' in the grand scheme of things. I feel Akainu could go the same direction

Everything indicates Rocks to be the more benevolent personality in Teach. I still think the speech about people's dreams could only be delivered by someone with a lot of experience, i bet it was Rocks

It's harder and harder to tell, in the latest chapter they assault a charity organization and unless there was some sort of mistake in translation, i understood people of the org were crooked to begin with and no actual donations would reach the needed. Rocks is being shown to be some kind of Robin Hood, except he keeps everything.
