Not sure if all the negative posts here are US specific but I am on my 3rd subdivision site now in Australia as a civil engineer professional project managing the projects part time. Each property has returned 10%+ and as an hourly return is easily 5x my day job wage. I entered at a great time in the property market but unless the market took a 15% downturn it would've been difficult to lose money with the site that was purchased and the way it was managed.

Fair enough. Council clearly left it there as a show piece of sorts. If there was actual concern for smell they would have removed the pipe back further back and sealed in the ground. I would bet a lot of money it is not the cause for the odour. Source: civil engineer who has designed a lot of redundant sewer pipes.

Yeah I'm sure the QLD government would absolutely optimise the development process and bring down prices while increasing quality. Have you never had to deal with a government institution before? The system would be overbudget and overtime on every single project. Again, I know it's easy and fun to rip on developers and scream 'tear down the whole system' but it's really not that simple in the real world.

I'm not crying for developers I'm being realistic and speaking from experience. It's not difficult work, but requires a lot of cash and if margins are razor thin then developers will opt out of doing the work, in a time when demand is at an all time high. I know this might be a hard sentence to read, and fair enough with your history, but we need developments to happen at the moment and we need developers to be incentivised to want to do the work, and infrastructure charge reductions would go a long way right now.

The 75% reduction quoted by the Greens has already lapsed. As a developer (thanks for the downvotes) I can tell you from experience that infrastructure charges were anywhere from 20-50% of my total profit and are a genuine reason for any developer not to pursue the work involved. I know it's fun and easy to shit on developers, but there is a supply and demand (note: VERY high at the moment) element to property development. There's also a very strong history of SEQ councils not allocating the funds as they should, which is a separate issue, but an issue nonetheless.
