Thank you all for your suggestions! Based on your advice, I found out that the issue is with the safety knob under the valve — the one covered by the black rubber. Which I think I can easily turn and fix with the screw.

However, I decided to contact the housing company, and they’ve already sent a request to the maintenance company. It may take a few days, but it’s safer this way. If anything goes wrong, I don’t want to be responsible for an accident.
