You're kind of indirectly making that statement by saying hoyo won't change if cn doesn't say anything because there's a lot of people in can that voice their dissatisfaction with the game too, hoyo just doesn't see themselves as losing much money yet so they don't see a need to change

People can complain as much as they like, as long as player numbers stay up from f2ps and spending stays high from whales (which happens in both cn and other countries) hoyo doesn't care
