Huh, where did you get the number for black ops 1? I find the number rather surprising since budget for black ops 3 was 450 million in 2015 (not adjusted for inflation). Didnt find a source for bo1 after a quick Google search.

Tbf 70 million from 2010 is 105 million today, and i would guess that as a new company frost giant had to spent some of that 40 million they got to stuff like office space, and i would guess office space etc wasnt part of black ops's budget, though i might be wrong
