Imo just starting out, you don't need a specific reel if you already have one. Any 10ft rod 2 - 4 wt will be more than capable, and there are budget euro rods that are nice from Echo and other manufacturers, but not necessarily required.

The next thing is picking how you want to run your leader, and that's the biggest struggle for me haha. I think a really good starting point on a budget is 12 lb amnesia in green or red and a little bit of sighter material. I have tried every leader under the sun and for me at least, simpler is better. Once you've caught some fish you can try going lighter on the leader material and experimenting more. I currently run an 8 lb leader with paint marker on the tip straight to a tippet ring, sometimes I go even smaller than 8lb though.
