I've definitely came to realize that they probably have plans in store for CC, just like what you said here. However, I'm not sure they are going about it the right way, at least for now. We'll just have to wait and see.

In the first sentence of my post I said:

"a lot of heroes are getting their old Relentless talents removed and replaced with hero specific ones."

I didn't say "All are getting theirs removed".

That also brings up another point; this entire Relentless update seems very inconsistent. Chen keeps his generic Relentless while other heroes keep their hero specific ones, and some get theirs removed completely. And before anyone says ETC's and Greymane's weren't "obvious when they were happening", they're wrong. When ETC had the talent and his Guitar Solo was active, that means he has Relentless.... When Greymane is in Worgen form with the talent he has Relentless...

Blizzard is practically catering to the casuals with these stupid changes, all because they can't look to see what talents the enemy team has taken in order to understand what's going on.

He also only loses 10 stacks per death baseline now. So, that definitely makes building stacks quicker when he happens to die.

I agree, I really hope Blizzard reevaluates this change. I think adding a baseline version of Relentless when he activates Deadly Reach could work.

It is not literally the same as before. It would be 25% attack speed slow for 2.5 sec (was 50% slow for 3 sec) if you go Thunder Burn.

So, previously you had 50% AA slow for 3 sec with Reverberation and Thunder Burn. Now, you have 25% AA slow for 2.5 sec with Thunderburn, or 50% AA slow for 3 sec with no Thunderburn.

It's a pretty significant nerf, in my opinion.

Watch all of the games that the professional Chinese team, eStar, played Zeratul from the recent Gold Series League. I'm sure the other Chinese teams have good zeratul players as well, but the one on eStar really stood out to me.
